The soldier’s brother has an undiagnosed intellectual disability from a traumatic brain injury and he turns 18 later this year. Their mother recently passed away, and the father is not involved. The soldier wants to claim his brother as a dependent and enroll him in the military’s healthcare system. Due to unique circumstances, proper jurisdiction to obtain guardianship may be an issue.
